学科: 期刊专递<br />摘要: 工业格局重组是世界格局演变的根源。当前世界的最重要工业格局变化趋势是：在欧亚大陆东端，工业体系在从中国东部向西扩展，逐渐向欧亚大陆腹地延伸；在欧亚大陆西端，工业网在从德国向东扩展，逐步与俄罗斯连接。也就是说，欧亚大陆工业网正在从两端向中心扩展。而在德国以西区域如西欧、南欧，以及中国以东区域如日本、美国，工业则在走下坡路。<p><p clear="all" /></p><a name="heading1" id="heading1"></a><h1>刊首语</h1><p align="left">世界格局正在发生深刻的变化。曾经比较清晰的"发达国家-发展中国家"、"西方世界-东方世界"划分已不能准确概括当前的世界格局，"金砖五国"（BRICS）、中美"G2"（Great 2）等反映世界格局新现象的词语不断涌现，原先主导全球经济话语权的"西方七国"（G7）俱乐部已被新兴经济体占多数的"G20"取代......这些其实都是进入21世纪以来全球工业、经济、人口的空间分布正在进行根本性重组的反映。<span style="text-decoration: underline;"></span><span style="text-decoration: underline;"></span></p><p align="left">随着工业化程度的提高，一些曾经的传统农业区域如中国、印度正在快速地城市化，人口大规模向城市移居。仅中印两国相加，就是涉及到全球四成人口的城市化！这是人类历史上前所未有的。与此相应的是，全球贸易、资源、物流、金融、信息等各方面的秩序就需要重新配置--这些方面的现行秩序是在两三百年以来"西方务工、东方务农"的条件下形成的，由西方主导，与当前的时代大趋势日渐脱节。<span style="text-decoration: underline;"></span><span style="text-decoration: underline;"></span></p><p align="left">著名战略学者李晓宁提出用"蜕变"一词来描述当前世界格局的状况："蜕变"是一种"脱胎换骨"的渐变，从一种形态逐渐完全过渡为另一种形态，但绝非彻底割裂。原有的规律、法则继续起作用，却不太适应新情况；新的规律、规则不断涌现，却仍未能代替原有的。正所谓"乍暖还寒时节，最难将息"。</p><p align="left">世界格局的"蜕变期"意味着形势的变化发展将更加复杂、难以把握，需要新的观察、判断方法。这是一个相互依存而又相互摩擦的世界，对抗与互惠的形式更加多样、空间更加立体，冲突起于风波之外，博弈蕴于合作之中。超越旧的范囿，寻求切合时代趋势的发展策略，是我们必须面对的历史命题。</p></p><br />
